These initiatives will feed into Singapore ONE, the nation's budding high-speed information network that will connect government, businesses and citizens to help improve the way people live, learn and work. Delivering the keynote address at the Empowerment 2001 Summit at Suntec City, Mr Gates said Microsoft will invest "significant amounts of money" in the five initiatives. They are: A letter of intent was signed with with Singapore CableVision (SCV) to deploy advanced set-top boxes to enable viewers not only to watch SCV programmes, but also surf the Internet, conduct home shopping, home banking and electronic commerce. Microsoft signed a two-year memorandum of understanding (MOU) to help Singapore Telecom build its video-on-demand service and develop high-speed multimedia services. Microsoft signed an MOU with Times Publishing to provide online educational services. Microsoft signed an MOU with TV12 to cooperate on Enhanced TV, a new TV format that allows viewers to interact with a TV programme. For example, viewers can send e-mail or conduct online commerce in a way that synchronises with the TV programme. Microsoft will help develop solutions to support the Ministry of Education's plans to realise the IT Master Plan for Education. Mr Gates shared his vision of the "one-stop, non-stop government", where government services can be made available to citizens 24 hours a day in a one-stop service on the Internet, without paperwork. He also spoke of the Web lifestyle. "Living the web lifestyle means relying heavily on the interactive network to gather and use information. You will take the network for granted, turning to it instinctively and without a second thought," he said. He demonstrated with a mock-up how students could interact with a multimedia learning programme with videos, pictures, words and sound. He said later this year, the US will have available the "Auto PC", a personal computer in the car that can recognise and act on voice commands, so the driver can control the Auto PC while driving. He could not say when the Auto PC will be available in Singapore. Speaking of his partnership with Microsoft, SCV president Yong Lum Sung said: "We tentatively anticipate that some trials on the advanced set-top box will begin next year." TV12 said it will make Enhanced TV available free to all Singapore ONE users and will conduct Enhanced TV trials on TV sets with set-top boxes this month. Times Publishing executive vice-president Colin Yam said Times' partnership with Microsoft may produce some new online services in six months.
